The Roles and Responsabilities of the Members of the Administrative Council.

Note: All members will consistently adhere to the Code of Ethics of the Organization.

The President preside

The President presides over and chairs the meetings of the Administrative Council.  Charged with the confidence he has received from the majority that elected him, he must possess qualities of leadership as well as those of moderator  and animator. He must show the ability to be flexible and diplomatic when  dealing with the diverse points of view of the members of the Administrative Council and the committees.

The President is entrusted with a certain precedence; he assumes various functions of general interest and shares the responsibility of the work entrusted to the committees of which he is an ex-officio member.

He is a promoter of unity and encourages working together.

The President is the authority that guides deliberations and discussions in a timely fashion all the while maintaining order and decorum.

Responsibilities and duties of the President: 

Along with the Secretary, the President is responsible for the preparation of meetings.  He ensures the enforcement of decisions made at the meetings.

The President is the representative, the authorized spokesman and the official of the Association.  He has the authority to speak on behalf of the Association in all cases where no explicit authorization has been entrusted to a member.

He ensures that everyone fulfills their responsibilities. In short, he is responsible to ensure that the mandate entrusted to a committee is wholly fulfilled.  He shares his responsibilities with the Vice-President in a spirit of collaboration.  This notion of sharing permits the President to enhance, through his Vice-President, the range and follow-up of his efforts.  At the service of all members, he must avoid siding with a particular group or ideology.  He encourages the solidarity of all members after a decision is made.

The duties of the President, besides his leadership and his role as a representative, include the following:

  • compose a Word from the President for the newsletters;
  • compose the President’s Report for the annual meeting;
  • prepare for meetings;
  • propose subjects for discussion;
  • propose subjects for consultation;
  • identify the necessary information
  • Documents for the President
  • Documents for all the members;
  • Choose the location for the meeting (precise coordinates)

The Agenda is prepared by the President and the Secretary.  It takes into account the expectations of members, Council members and the committees.  It can serve as a notice of summons and the rank of the items must be written according to their relative importance.

Conduct the meeting:

 The President must:

  • ensure an orderly and disciplined environment in order to enhance productivity;
  • promote values that include unselfishness, loyalty, respect, truth, working spirit and punctuality;
  • inspire, guide and lead the general work of the Administrative council and the committees;
  • define the subject clearly so that participants fully understand the subject to be discussed and provide the necessary background information;
  • clearly define the objectives for the group;
  • ensure full integration of the Council and committees and encourage complete dedication;
  • ensure that debates remain within the limitations of the Administrative Council and committees as described in the mandate;
  • reconcile different points of view and propose acceptable compromises.
  • rephrase the interventions so that they are clear;
  • allow all to express themselves;
  • make the link between the different interventions;
  • summarize or synthesize regularly;
  • encourage some social gatherings which favor the creation of bonds between members while at an reasonable cost.

The Vice-president is the person designated to chair the meetings in the absence of the President. It is preferable that the Vice-President does not limit himself to this substitute role. The effectiveness of the work depends on a sharing of duties between these two persons.

The Vice-president

  • fill in for any of the President’s duties;
  • support the President in all his actions;
  • endeavors to conserve unity among the members after a decision has been made;
  • submit suggestions to the President on how to increase the efficiency and smooth running of the Administrative council and its committees;
  • with the President, study the necessary measures to make for a more efficiently run Administrative council and the achievement of its goals;
  • in the event that the President steps down, he will assume all duties and responsibilities until a new President is named.

The treasurer is in charge of the funds accounts and is the bookkeeper fot the Association. He submits financial reports periodically to the Administrative Council and provides an annual report at the meetings attended by the members.

He keeps an up-date list of all members of the Association with addresses, emails (if available) and phone numbers.

He prepares and remits the duly signed membership cards to the members in good standing. New members receive the newsletters for the year in which they have joined.

He adheres to the Administrative Council rules in regard to banking and contracts.

He remits the « Annual or Current Updating Declaration for a legal Person « to the Ministry of Finance of Quebec.

He follows up on the renewal of insurance policies concerning the organization.

He remits the subscription fee to the Federation des Familles Souches (Founding) Quebecoises according to the allocation of our members.

He fulfills all other tasks inherent to his duties which are entrusted to him by the Administrative Council.

The secretary ensures the administration of the Association in cooperation with the President.  A clear division of duties between these two persons is necessary to avoid conflicts and ensure a unified direction.

Duties of the Secretary:

  • draws up and summons the members along with an agenda;
  • composes the minutes of the meetings;
  • signs the minutes along with the President;
  • conserves and classifies in the archive the official documents of the Association (charter and rules, minutes, etc.);
  • brings the appropriate documents necessary to study the points of the agenda;
  • composes all correspondence and official documents;
  • signs the documents that enlists the responsibilities of the Association and its committees, as needed;
  • assume all other responsibility relative to its function and which is defined by the Administrative Council;
  • prepare the envelope containing all the reports of the Association for the annual meetings;
  • revise all written texts emanating from the Association as needed;
  • serve as the link with the following organizations: FFSQ, RLQ (Regroupment Loisir Quebec);
  • assume responsibility for the emails:

Each director has the duty to attend the meetings of the Administrative Council as well as the Annual Meeting.

He participate in various committees, as established annually by the Administrative Council.

He acts as an unpaid volunteer.

He must support the members of the branch committees and participates in the decision of the Administrative Council.

He brings new ideas.

He assists with the holding of events.

Each, according to his knowledge and aptitude, helps and advises the Association.

He must promote the Association, recruit new members and advertisers.

He seeks to find various points of interest for people of all ages.

He must assist in finding resources persons.

He  determines the duties of the committees according to the needs established by the Administrative Council.

The Administrative Council selects the members of each committee as well as its leader.

The committees are formed according to the needs established by the Administrative Council.

These committees must establish a calendar for their meetings.

A written report must be prepared following each of their meetings and submitted to the Administrative Council.

The committees may, as needed, and from time to time, request help from the Administrative Council.

The elements of each committee will pass to the successive committees in order to ensure progress.
